Inspired by the Dawnflower, I’m creating this character for flavor and role-playing after reading about Sarenrae in Inner Sea Gods. I would also like to play this character in PFS so I’d like to make it helpful to a PFS party. I see many builds of this type go for dex rather than str. Does a strength build even make sense? Does a melee Bard make sense for that matter?

Do you mean the Dervish Dancer bard in Ultimate Combat or the Dawnflower Dervish bard in Inner Sea Magic?
They are both PFS legal, and they both have some interesting abilities.
If you mean the Dawnflower Dervish, it gets the Dervish Dance feat for free at first level, so it really make sense to be Dex based for it.
Dervish Dancer has better performances, but Dawnflower Dervish has better boosts from the performances. Both performance boost only yourself, so they are both selfish and will not help your party like a normal bard.
Melee bards in general are fine, and can be quite effective at it.

I am playing a Half Orc DD Bard for 6 levels, then heading to Dragon Disciple.
He's a blast.
I like having intimidate as a back up plan in combat so I have a lot of half orcs, and the falcion proficiency is nothing to scoff at, but look at half elf with ancestral arms for the Nodachi, or greatsword, or whatever.
oh...if you have Inner Sea Gods book, the +4 to knowledge checks from Irori's Deific Obedience is top notch. Also Desna for some improved initiative.

Reach Bard is one especially effective way to play a melee bard. Here's a testimonial from someone who played one level 1-15. This fighting style is compatible with the Dawnflower Dervish archetype. A starting STR14 bard with no combat feats will inflict about twice as much damage with a longspear as compared to a scimitar. It's your decision whether 2x damage is worth losing shield AC.
