Permanent extends the duration only, so if brought down would stay down. That would be my take on it.

Permanency says only the following

"this spell makes the duration of certain other spells permanent"

By RAW, As it says nothing about any other aspect of the spell, the wall of force would remain forever as long as it had at least 1 hp, but would never be able to alter that number.

There are ways. For example, you can use dispel magic to dispel permanency.
