Telepathy and familiars and detecting other creatures

Rules Questions

So if a caster has a Pseudodragon familiar, and there are creatures on the other side of a rubble collapsed room, can the familiar "hear" them with his telepathy if they have a language?

For dramatic effect, I let the familiar hear the creatures, and it makes sense that it would to me, especially if the creatures were scared or frightened and their minds might be racing.

No, telepathy requires line of effect and line of sight.

Does it? All I could find was a range limit.

Though I'd still say "no", since you can't communicate with creatures you're unaware of anyway. Telepathy is communication, not detection.

Telepathy is badly defined. But just because it doesn't mention line of effect doesn't mean it doesn't require it. All effects in the game require line of effect unless otherwise specified, not the other way around. The core book would be several times larger if they needed to add the words "requires line of effect" at the end of every single thing in the game.
