had a player ask if this would work with a metamagic feat toppling . I said not because it isn't a spll yet as he read it to me it is cast as a spell 1/2 your sorcerer level. I then said toppling adds 1 to the spell level and can't be added to this ability and he asked why it couldnt since he could cast level 2 spells .. I really wish it was worded like most sorcerer abilities and wasnt mentioned as a spell . Question is was i correct in how i answered his questionm ??
Arcane Bolt is a spell-like ability, not a spell, and thus is not applicable for metamagic feats. Since Metamagic feats increase the slot used, and spell-like abilities don't use slots, they are incompatible.
So, yes, you were correct. He cannot do this.
The damage is treated as such (1/2 sorc level), the spell is not.
That line is likely there for Globe of Invulnerability and the like.
