Zhayne is saying that there aren't many customers who can afford multi-thousand goldpiece items of limited utility. Townsfolk would save up much of a lifetime for that kind of thing.

Yes. But you should read or buy Ultimate Campaign and check if your GM is happy with using those rules and check out Ravingdork's thread on just this subject for all the ways it can be used.
Then decide if you and your group want to play Pathfinder or Shops & Shopkeepers.
