Are you talking about the Oracle revelation Ice Armor ? It's a supernatural ability, not a spell or spell-like ability.
It does what it says it does, nothing more/less. No max dex bonus is mentioned, so there isn't one. As to "working with monks", an oracle/monk would get the listed benefits. But I think you're really asking if a monk could still get his fast movement, flurry of blows and wisdom to AC bonus. Ask your GM. I would say no, because you are actually conjuring armor (of ice). Would it still be a question if you were conjuring armor of bronze/iron/steel/leather/other material ?

Almost the same answer. It says that it offers protection as a breastplate (with specific exceptions of hardness and hitpoints) but makes no mention of ACP or max dex. Therefore, there's no max dex limit. Again, it's actually a suit of armor (including a restriction that it must be donned) so a monk is going to be restricted when wearing it.

I believe they mean [url=http://www.d20pfsrd.com/magic/all-spells/i/ice-armor]Ice Armor the spell, because they specifically said "spell". Anyway, it says it has the "same protection as a breastplate" which would imply that it has the same max dex bonus as breastplate (as that goes into how protected you are). However, if I were to guess then strict RAW would say that it has no max dex bonus because it doesn't mention it.
I'm also going to take a stab and say you're playing a Sacred Fist Warpriest and want to use this to shore up your defenses a bit. I would have to say that it would cancel out your wis to AC bonuses and the like because the spell calls it "armor". Since you have to wear it, you would be wearing "armor" and therefore lose the bonuses.
