Ring of Spell Knowledge and Racial spells in PFS

I've noticed that the Ring of Spell Knowledge allows sorcerers (and bards, etc) to add add spells (including non-spell list spells) to their spells known (at one level higher).
Does this allow for racial spells as well? (such as a human sorcerer now gaining nereid's grace via level 2 ring)

I realize that the sorcerer needs to encounter the spell, and can't buy the racial spell (as a scroll/wand etc) themselves.
So what ways can you encounter another race's racial spell in PFS easily?
The obvious one is finding another PC of said race (but the example is undine, so not easy).

So because the source material for the spell is not allowed in PFS to your race, I would say you cannot use it.

Similar reason to why human heritage kobold does not let you take kobold feats.

I would say that strictly speaking, your character would have the spell stored in the ring, but he just wouldn't be allowed to use it until you find a way to make the spell legal for your character. I can think of exactly one way to do that without being of the corresponding race...

By human heritage I'm guessing you mean Racial Heritage (the human feat, Advanced Players Guide).
And I thought that was the whole reason of that feat (other than Kobold is a non-legal race, and undine is chronicle legal), so you, as a human, could take elf/dwarf/humanoid (even kitsune) traits, feats, how spells and magic items affect you, and so on.
(but my example is undine (native outsider), so that way isn't possible)

I'm guessing the one way is UMD out of the ring?

Not even that will work. PFS mandates that if you're not of the correct race, you don't have access to racial spells, period, end of story.

Only from Chapter 1 of the ARG, though, and you can't pick Paragon Surge.

Out of curiosity, why can't you pick paragon surge? My first thought was that it might have been banned, but from what I can see, it's still legal.

Has Mike mentioned that it is going to be banned? Or am I missing a detail in the rules?

The boon in question specifically excludes paragon surge.

As Robert has said, the GM Star Boon explicitly states that you cannot pick Paragon Surge. You can still pick up Paragon Surge normally if your character's a half-elf, and if there's any information about it being banned, it's not information that I am privy to.

It might not be a bad thing to remove the caveat about Paragon Surge, now that Surge been FAQed to not be as silly-powerful as it was originally written.

I was just thinking that, myself.

Paragon Surge was blocked because, pre FAQ, it was running on the order of a "gotta have it" spell. Now, however, while it is still good, it is no longer worth burning all your slots of that level on.
