If I do this get an eidolon could I use him to use wands. Would this be pfs legal?

Yes. Though as he doesn't have a spell list he'd have to UMD the wands.

I was thinking if I give him a focus feat then a skilled evolution. That's 15 UMD. Which seems pretty good for him casting enlarge on my character.
