Ability Score Modification: Using this modification, a crafter can permanently increase one of the construct’s ability scores by +2 per modification. He cannot increase any abilities with a score of 0. The cost for permanently increasing an ability score is 5,000 gp.
On another note can a construct wear a headband of intellect to get above O int?

I am not familiar enough with the first question to answer it. But as to the second question, No, because a construct does not have a "0" Int, it has "--" Int which means they have a non-existent intelligence and cannot be raised higher because it is not a number it is a Null value.
EDIT: After giving the modification rules a quick readthrough I believe yes, by RAW you can as it is technically an untyped bonus. However, I think most sane GM's would rule in favor of it not stacking because it could get heavily abused very quickly.

The - is to signify that the monster does not have that stat. It's not a 'rule', as such.
eg
Abilities: A skeleton's Dexterity increases by +2. It has no Constitution or Intelligence score, and its Wisdom and Charisma scores change to 10.
Str 15, Dex 14, Con —, Int —, Wis 10, Cha 10
A skeleton has neither an int nor a con score. Both those stats have a dash next to them to signify that.

Just reread the brain upgrade. It can treat it's INT as 10 so that it can get skills and feats. No list of how many points it gets per HD.
Ambiguous. In my home game, I would say once it's got a brain, you can give it skills via the ability upgrade and maybe qualify for feats such as Combat Expertise (once you give the INT +3).
Ask your GM however as that is a grey area.
