familiar using a wand

can the Azata Lyrakien improved familiar use a wand since she can speak and has hands . My question is because she is tiny ?

My answer would be two answers

1. Technically it can, but ask your gm if he/she allows familiars to use wands

2. For PFS the answer is yes, and it was answered here

In addition to what Jayder22 answered, I'd imagine the Azata would be two-handing the wand, seeing as it's akin to a light weapon for a medium-sized biped, but in actuality I don't believe there are rules for determining how many "hands" are required to zap a wand.
