You are assuming charisma means people like you. It is only force of personality. You can be unlikable and still make people want to follow you.

Charisma is your "muchness", your force of persona, your magnetic pull on those around you. If he listens to his minions in a way which makes them NOTICE that is charisma. If he IGNORES them in a way which draws people to him and makes people notice him and lets him influence them, that is charisma. Charismatic and likable are not married at the hip. Charisma is INFLUENCE.
Like them or loathe them, if someone is very charismatic it is hard to ignore them.

If Charisma in the game were simple 'Charm' or personability, it would have jack-all to do with Disguise, Intimidation, Perform (anything really), or UMD. Instead it is key. Yes, it is also key for Bluff, Diplomacy, and Handle Animal; and those skills certainly are about getting others to like, or at least trust you. On the other hand, shaping the supernatural forces of creation to your will has damn little to do with how 'likable' you are either.

Charisma is your mental strength. It's your ability to impose your will upon others.
How that manifests depends on your personality.
People could do what you ask because they like you and think that your requests are a really good idea.
People could do what you ask because you're scary and they are terrified of what you might do if they don't comply.
Define it as how you want to for the character in question. In game mechanics terms, it doesn't matter why: you still get the same CHA bonus on your rolls.

No, IMO, Charisma is your mental Strength, period.
I don't see that a character's extraversion/introversion really maps to a mental stat. It's a roleplaying choice, not an ability. In real life, I've met amazingly talented leaders that are also extreme introverts; I've met strongly extroverted perople that are obnoxious and shallow.
Intelligenge is your mental Dexterity: the ability to think on your feet, recall information quickly, and integrate new data into what you already know.
Wisdom is your mental Constitution: It's your overall mental health; your awareness of your place in the rest of the world; your intuition and insight; your willpower; your strength of conviction.
