Exploiter Exploit
At 1st level and every 4 levels thereafter, the exploiter wizard gains a single arcanist exploit. The exploiter wizard uses his wizard level as his arcanist level for determining the effects and DCs of his arcanist exploits.
Swift Consume (Ex): The arcanist can use the consume spells class feature or the consume magic items exploit as swift actions instead of as move actions.
Swift Consume says you can use the consume spells class feature, or the consume magic item exploit as swift actions.
This ability has no prerequisites! You don't need consume magic nor consume spells to take it. Which by RAW would mean if you choose it you gain consume magic items exploit automatically but as a swift action.So a Exploiter wizard could choose this exploit to gain the consume spells class feature.

I believe RAW you would be wrong. Swift Consume allows you to use these abilities as a swift action instead of as a move action, but if you don't have these abilities in the first place, it does nothing.
There was a similar issue in the past with Darkvision and a class alternate trait that gave 90ft darkvision. The design team clarified you needed the base power, and the same would hold true here.

Consider, for a moment, an ability which lets you stand from prone as a swift action.
Can you use it if you aren't prone? No.
The ability to do a thing as a specific type of action instead of another does not confer the ability to do the thing at all.
You might as well argue that quickened spells work in an antimagic field, because quicken spell says you can cast the spell as a swift action. It does, but that doesn't change the fact that you can't cast it at all right now...
