Without spending 17,500gp on a lesser rod of Quicken metamagic, what other options are available to me to lower that +4 increase in level?
So far I found a trait, magical lineage and a feat called metamagic master. Are there anymore or is this it?
I'm wanting to quicken a first level spell to as low a level as I can.

Well there are more traits and feats. Another trait that comes to mind is the Wayang Spellhunter from the Dragon Empires Primer which should stack with Magical Lineage as it is a different regional trait as opposed to a magical one. I know that there is also Spell Perfection, which would definitely help, though that is not a low-level feat. Those are the ones that come to mind off the top of my head, I may be back later to add more to the list.

Unfortunately you can't use both at the same time.
"Trait bonuses do not stack—they're intended to give player characters a slight edge, not a secret backdoor way to focus all of a character's traits on one type of bonus and thus gain an unseemly advantage"
Spell Perfection at level 15 is another possibility.

Forgemaster (Dwarf Cleric Archetype) gains this ability:
Divine Smith (Su): Whenever a forgemaster casts a spell that targets a weapon, shield, or armor, the spell takes effect at +1 caster level. If the spell has one or more metamagic feats applied, she reduces the total level adjustment to the spell by 1 (minimum 0).
Medium (Witch Archetype) gains this ability:
Ectoplasmic Aptitude (Su): At 2nd level, the medium can sling spells at ghosts and spirits as surely as at corporeal foes. She gains the Ectoplasmic Spell metamagic feat as a bonus feat. In addition, as an immediate action a number of times per day equal to her Intelligence modifier, the medium can apply the Ectoplasmic Spell feat to any spell she is casting without increasing its spell level. This ability replaces the witch’s hex gained at 2nd level.
Metamagic Rager (Bloodrager Archetype) gains this ability:
Meta-Rage (Su): At 5th level, a metamagic rager can sacrifice additional rounds of bloodrage to apply a metamagic feat he knows to a bloodrager spell. This costs a number of rounds of bloodrage equal to twice what the spell’s adjusted level would normally be with the metamagic feat applied (minimum 2 rounds). The metamagic rager does not have to be bloodraging to use this ability. The metamagic effect is applied without increasing the level of the spell slot expended, though the casting time is increased as normal. The metamagic rager can apply only one metamagic feat he knows in this manner with each casting. Additionally, when the metamagic rager takes a bloodline feat, he can choose to take a metamagic feat instead. This ability replaces improved uncanny dodge.
Rageshaper (Bloodrager Archetype) gains this ability:
Furious Transformation (Su): At 5th level, a rageshaper can attempt to bolster any transmutation spell from the bloodrager spell list with the polymorph subschool while bloodraging. The rageshaper must succeed at a concentration check as if casting defensively to modify the spell; otherwise, the spell is wasted. If he succeeds, the spell is treated as if the rageshaper had the Extend Spell metamagic feat. The rageshaper must be the spell’s intended target or cast a spell with a range of personal to gain this effect. If the rageshaper casts a spell that is linked to the rageshaper’s own bloodline, such as a rageshaper with the elemental bloodline who casts elemental body I, the spell is automatically extended without forcing the concentration check, so long as the rageshaper casts it while in a bloodrage. This ability replaces improved uncanny dodge.
Seeker (Oracle/Sorcerer Archetype) gains this ability:
Seeker Magic (Su): At 15th level, a seeker becomes skilled at modifying his mystery or bloodline spells with metamagic. When a seeker applies a metamagic feat to any bonus spells granted by his mystery or his bloodline, he reduces the metamagic feat’s spell level adjustment by 1. Thus, applying a Metamagic feat like Still Spell to a spell does not change its effective spell level at all, while applying Quicken Spell only increases the spell’s effective spell level by 3 instead of by 4. This reduction to the spell level adjustment for Metamagic feats does not stack with similar reductions from other abilities. For an oracle, this ability replaces the revelation gained at 15th level. For a sorcerer, this ability replaces the bloodline power gained at 15th level.
Theologian (Cleric Archetype) gains this ability:
Domain Secret (Ex): At 5th level, the theologian chooses one domain spell. That spell becomes permanently modified with one of the following metamagic feats: Bouncing Spell, Disruptive Spell, Ectoplasmic Spell, Enlarge Spell, Extend Spell, Focused Spell, Intensified Spell, Silent Spell, Still Spell. This metamagic feat does not increase the level of the spell. Once chosen, this modification cannot be changed. The domain specialist need not have the metamagic feat to apply it to a spell using this ability. At every 5 levels after 5th, the domain specialist may choose an additional domain spell to modify in this way. She cannot modify the same spell more than once.
Occult Oracle can gain this revelation starting at level 1:
Spectral Spells (Su): You gain Ectoplasmic SpellAPG as a bonus feat. In addition, once per day, you can cast a spell with the Ectoplasmic Spell metamagic feat as a standard action that does not increase the level of the spell. You can use this ability one additional time per day at 7th level and every 4 levels thereafter.
Retribution Sorcerer gains this ability at level 1:
Bloodline Arcana: Whenever a creature damages you, until the end of your next turn if you apply a metamagic feat to a spell that targets that creature, reduce the spell level increase of that metamagic feat by 1 (minimum 0).
Universalist Wizard gains this ability:
Metamagic Mastery (Su): At 8th level, you can apply any one metamagic feat that you know to a spell you are about to cast. This does not alter the level of the spell or the casting time. You can use this ability once per day at 8th level and one additional time per day for every two wizard levels you possess beyond 8th. Any time you use this ability to apply a metamagic feat that increases the spell level by more than 1, you must use an additional daily usage for each level above 1 that the feat adds to the spell. Even though this ability does not modify the spell's actual level, you cannot use this ability to cast a spell whose modified spell level would be above the level of the highest-level spell that you are capable of casting.

The traits do stack. They are worded completely different and do different things. One is a magical trait and one is a regional trait.
Its usable in PFS together and has been ruled on.
Its one of the main features of the fireball specialist builds.
Could you provide a link to the ruling?

This is a frequently asked question in the Rules Forum, and if you do a search over there you'll find the consensus is that the two traits work together. Neither provides a "trait bonus", or really a bonus of any kind, so "stacking" isn't an issue.
But Strengthen your Web-FU a bit further and dig it up.
