I'm fairly sure that you get your feats after gaining your class level (that's why a Witch can take Extra Hex at level 1). I'm sure someone has a handy link to break out sometime soon regarding that.
Either way...
When a new bloatmage level is gained, the character gains new spells as if she had also gained a level in an arcane spellcasting class she belonged to before adding the prestige class.
You wouldn't have a spellcasting class to advance, so you'd just be a commoner (though a particularly pudgy one).
You could absolutely take a level of wizard / witch / bard / whatever and then take a level in Bloatmage, though.

Order by which you advance in the game:
When adding new levels of an existing class or adding levels of a new class (see Multiclassing, below), make sure to take the following steps in order.1. First, select your new class level. You must be able to qualify for this level before any of the following adjustments are made.
2. Second, apply any ability score increases due to gaining a level.
3. Third, integrate all of the level's class abilities and then roll for additional hit points.
