I been toying around with a half elf scrolls master when I came across a loop hole to cast specific spells at more than double your CL . This is the build I would use
Lvl 5 half elf universalist scroll master
Must haves
Magic trait
Gifted Adept: Your interest in magic was inspired by witnessing a spell being cast in a particularly dramatic method, perhaps even one that affected you physically or spiritually. This early exposure to magic has made it easier for you to work similar magic on your own. Pick one spell when you choose this trait—from this point on, whenever you cast that spell, its effects manifest at +1 caster level. Ear piercing scream
Alternate racial trait half elf
Arcane Training: Half-elves occasionally seek tutoring to help them master the magic in their blood. Half-elves with this racial trait have only one favored class, and it must be an arcane spellcasting class. They can use spell trigger and spell completion items for their favored class as if one level higher (or as a 1st-level character if they have no levels in that class). This racial trait replaces the multitalented racial trait.

Lvl 1 spell focus evocation
Skill focus spellcraft (bonus )
Scribe scroll wizard bonus feat

Spell specialization ear piercing scream
Lvl 5
Craft wand
Ok so at lvl 5 you can normally cast ear piercing scream at CL 5 + 1 trait bonus + 2 spell specialization so you can scribe a scroll of ear piercing scream at CL 8
Do this 4 times so u have 4 scrolls at CL 8
Now begin crafting a wand of ear piercing scream using the scrolls
Just to clarify you can craft using scrolls this is taken from the CRB magic item creation rules
Note that all items have prerequisites in their descriptions. These prerequisites must be met for the item to be created. Most of the time, they take the form of spells that must be known by the item's creator (although access through another magic item or spellcaster is allowed). The DC to create a magic item increases by +5 for each prerequisite the caster does not meet. The only exception to this is the requisite item creation feat, which is mandatory. In addition, you cannot create potions, spell-trigger, or spell-completion magic items without meeting their spell prerequisites.
Also all the bonuses would apply when casting from the scroll

Determine Effect: A spell successfully activated from a scroll works exactly like a spell prepared and cast the normal way. Assume the scroll spell's caster level is always the minimum level required to cast the spell for the character who scribed the scroll, unless the scriber specifically desired otherwise.
So now when you use your scrolls to cast the spell each day (4 days to craft)
Your half elf arcane training kicks in bumping the CL to 9
Also +1 for gifted adept and + 2 bumping it to CL 12
Now you have a wand of ear piercing scream at CL 12
When you activate the wand bonuses kick in again bumping it to
CL 16
Am I missing something or is this possible?

When crafting items you do not apply your feats or traits to them, unless the ability specified that you could (I know of no abilities that do such, except one that makes it cheaper to craft items as a trait).
A scroll is a spell (or collection of spells) that has been stored in written form. A spell on a scroll can be used only once. The writing vanishes from the scroll when the spell is activated. Using a scroll is basically like casting a spell. The price of a scroll is equal to the level of the spell × the creator's caster level × 25 gp. If the scroll has a material component cost, it is added to the base price and cost to create. Table: Scrolls gives sample prices for scrolls created at the lowest possible caster level for each spellcasting class. Note that some spells appear at different levels for different casters. The level of such spells depends on the caster scribing the scroll.
Scrolls are normally made at lowest available caster level with minimum casting stat. Making them at higher caster level cost extra.
While item creation costs are handled in detail below, note that normally the two primary factors are the caster level of the creator and the level of the spell or spells put into the item. A creator can create an item at a lower caster level than her own, but never lower than the minimum level needed to cast the needed spell. Using metamagic feats, a caster can place spells in items at a higher level than normal.
Since you are crafting it, it will benefit from your enhanced casting stat I believe for the Save DC, but that's it. Bought items are assumed to be made at minimum casting stat required to cast the spell.

But you can craft higher than the min CL of a magic item that paragraph is referencing the price chart of scrolls you buy, scrolls you craft cost

For example you could scribe a scroll of magic missile at your caster level however if u bought one it is assumed to be at the min lvl required to cast the spell

Right, but it costs more to craft it at higher caster level. Period, no way to get around that. So, just keep that in mind.
Also, as I said, you can't use traits or feats that effect the spell (except metamagic feats) to craft them. So Gifted Adept and Arcane Training do not apply, they only apply when you cast the spell from you spell slot, not when crafting items.
Save DC and damage are not based on the same thing.
Save DC is dependent on 10+spell level+relevant ability modifier.
Damage is usually dependent on caster level (which will be capped at you regular caster level) and will function in accordance with the normal rules for the spell.
