I want to start by saying that I did do some research, but I couldn't find anything that answers my questions that would apply specifically to PFS.
So I am sitting down to make a Samsaran, and the boon does say that this race is playable as if it was in the Additional Resources list. However, my first question is - Does this also includes the alternate racial traits, i.e. mystic past life?
If mystic past life is in fact allowed:
- The mystic past life has to be a single class
- Can spells that are on the primary spell list be chosen from the mystic past life spell list if they are at a lower level (lvl 2 summoner haste on a wizard for example)
Like I said, I tried looking for some answers but my search-fu is weak :( if anyone has a link to some more information I would be grateful.

Ratfolk and Samsarans
The Gen Con 2014 GM boon has text that effectively allows the user to play a member of the race as if that race appeared in the Additional Resources (as do pretty much all race boons). I anticipate all ratfolk and samsaran character options that appear in the Advanced Race Guide will be legal. I should have a definitive answer shortly.

I imagine the simple answer to prevent that would be to say: with mystic past life you can't add a spell that's already on that spell list.
So wizards can't get haste as a second level spell. But thassilonian specialist wizards (using the season 4 boon) that remove all transmutation spells from their spells known could, because that spell is no longer on their list.
At least, that's been my logic in starting up a samsarian.
