Just wanted to make sure I'm clear on this. When you prestige class, the part where it says "increased effective level of spellcasting" I'm guessing has nothing to do with increasing DC's of your former classes abilities. So a witch that goes Eldritch Knight will have her hexes remain the same DC throughout her EK career until she goes back to being a witch. Really, the question pertains to any class that's abilities are DC 10+ability mod+1/2 level.
Just want to make sure I'm clear on this.

It only applies to your spells known/per day and power of the spells.
It does not apply to any other class abilities (hexes, familiars, bonus feats, bloodlines, etc.).

The only way that class features advance is with levels in the class, a specific exception in the feature itself, or a specific exception in something else. Without something like "A dragon disciple adds his level to his sorcerer levels when determining the powers gained from his bloodline." you don't advance other features.
It's even spelled out. While the table says "+1 level of existing arcane spellcasting class" the text says "At the indicated levels, a dragon disciple gains new spells per day as if he had also gained a level in an arcane spellcasting class he belonged to before adding the prestige class. He does not, however, gain other benefits a character of that class would have gained, except for additional spells per day, spells known (if he is a spontaneous spellcaster), and an increased effective level of spellcasting." So normally no hexes, bloodlines, school powers, or anything but spells known, per day, and maximum spell level.
