Kingdom taxation modifiers - are these cumlative

I'm using the modified taxiation rules from Ultimate Rulership but something struck mew the other day.

The Penalties and bonuses to your economy and Loaylty. Are these cumalative, as in each month that you have light taxiation your eocnomy and loyalty is permanetly raised by +1 each, so after a year they have each increased by +12.
Or are they temporary modifiers that only apply for the month that you use that tax rate. I.e. If I tax at the crushing rate for 3 months (-4/-8) and then switch to light taxation is it 3 months of a -4/-8 mod applied to any rolls made, but not the base stats, but on the 4th month a +1/+1 is made to rolls, but nhe base stat remains unchanged?

I have read it as temporary since you can change the bonus-malus every month. So its not cumulative.

The best way to visualise the three Kingdom Statistics is that they're saving throws. Rulers are your ability scores, buildings are your equipment (all of which provide untyped bonuses), and edicts are (in this analogy) spells.

When you change an edict (just like if a spell duration ran out and you cast a different buff spell with a different effect), your kingdom stats reset to the levels they'd be at without the edict, and then the new edict is added in to get your totals.

So, temporary.
