Joining a Settlement in-game.

So... how stringent are the requirements for joining a settlement in-game? Aside from the obvious alignment and reputation restrictions, can anyone just stroll in and say, "hmm, I like it here, I'm gonna stay," and make themselves a member of the settlement without having to wait for any kind of approval from the mayor or whatever the ruling body of the settlement is?

I believe that it is decided by the ruling body of that settlement, whether through direct choice, delegation, or an open-door policy as you describe.

I think BrotherZael is right, but it seems likely that settlements will need hundreds of members to survive in the long run, so it seems unlikely many of them are going to turn down compatible people. The only real question, I think, is how tightly they try to lock up their political structure, and whether others will feel left out.

On topic, I hope that there is a degree if complexity to settlement membership. The ability to create low level access by simple application, and higher level through administration would be very useful. Something that will need crowd forging.

I'm with Jazzlvraz. I'm sure there will be some cities with thousands, but I think there will be room in the backwaters for smaller settlements of perhaps 500 to 1500. And since we are currently looking at the hex the other 32 people don't want....

If there's diminishing returns on DI and such past a certain point, it's going to be way more advantageous not to have settlements in the thousands...so we wouldn't see it, in that case. Why pack into one when you can have another "max" settlement, with double the structures?
It'll be dictated by game mechanics that we don't have the numbers for

Someone'll try to pack every warm body they can into a Settlement just to watch it explode.

A character proposing a settlement must define several aspects of the settlement in its charter:

The membership policy of the settlement
  • Open: New members are automatically approved for membership
  • Restricted: New members must be approved by a majority vote
  • Closed: New members must be approved by a unanimous vote
  • Approved: New members must be approved by a designated existing member

That blog goes into quite a bit of detail on this and other related matters. The details are likely to not be fully implemented day one of Early Enrollment, but hopefully it's helpful information.
