Is there anything preventing a kobold from taking imperious bloodline, or an elf taking the kobold bloodline?
The following Sorcerer bloodlines are available to members of the indicated race. With GM permission, these bloodlines may be used by members of other races.
An GM who doesn't like it I guess? PFS probably doesn't allow you to take them out of race.
Imo, racial bloodlines are kind of silly because the point of bloodlines is a mixed heritage. If orc, why not human?

PFS probably stops it, but otherwise, whose to say that great, great grandma didn't have a taste for that sweet sweet kobold lovin' ... ;)
(Disclaimer: *I* probably would look really carefully at what the benefits of the blood line were and see if they will lead to difficult situations regarding rule/feat/trait combos, but I would also make sure that I let the player know if it was going to be allowed before hand)

In Chapter 2, nothing from the catfolk, drow, hobgoblins, kobolds, orcs, and ratfolk entries are currently legal for play.In Chapter 3, nothing from the changelings, duergar, gillmen, merfolk, samsarans, strix, svirfneblin, and vanaras entries are currently legal for play.
Otherwise, besides RP reasons, there's nothing restricting other races from using any of the ARG Bloodlines.
