Normally, I'd rule it as any creature which would radiate Good on the Detect Good spell, but since the spell itself actually lists examples of what constitutes creatures with "good auras," I agree it is pretty lame, since it is a Paladin-only thing.
Simultaneously, I believe this is by design, since allowing any good-aligned creature to deal double damage on all attacks to that single evil creature is LOLWTFHAXBroken.
Sticking it to the Paladin only (or any class with an Aura of Good) sets the balance of the spell. Of course, this could also extend to the likes of Good-Aligned Clerics, since I believe they too get an Aura of Good class feature.

The strange part is that a cleric don't get it, but a good cleric has a good aura as a class feature.
it would be very useful for someone that often use summon good outsiders too, but a inquisitor or a paladin don't have access to those spells, AFAIK.
A summoner with a wand of this spell could be a terror, even if casting the spell become a standard action, especially if he is a master summoner.

Be a native outsider and gain an aura that way, Aasimar and Teifling's for the win!
You need the Good subtype or the Aura class feature to get the bonus from Litany of Righteousness. Native outsiders like aasimar and tieflings don't have aligned subtypes. Simply registering under Detect Good isn't enough.

Relevant information due to archetypes released after this thread was buried:
The Monster Tactician being the most beautiful Inquisitor archetype there is, can certainly put it to good use. Though mind, that with the UC errata it now allows a saving throw.
