I'm sorry if this has been asked before, but I have a question regarding the persistent spell metamagic feat. If a person were to apply this metamagic to sanctuary, when a person attacks or casts a spell at them, do they have to succeed on two saving throws (will) to break through? I'm planning to use heighten metamagic to keep sanctuary viable, and in theory it looks pretty awesome. Persistent spell would be the icing on the cake. Can I have my cake and it it too?

They would only be forced to roll again if they made the save. In effect yes you force two saves against the spell. It is a very potent metamagic.
Note that applying persistent is pretty much always a better choice than Heighten. You should always prioritise persistent over heighten. Go ahead and add both if you are able to but on its own persistent is far more effective than the equivalent +2DC boost you get from the same level adjustment with heighten.

Well, let's start by having a look:
Whenever a creature targeted by a persistent spell or within its area succeeds on its saving throw against the spell, it must make another saving throw against the effect. If a creature fails this second saving throw, it suffers the full effects of the spell, as if it had failed its first saving throw. A persistent spell uses up a spell slot two levels higher than the spell's actual level.
Spells that do not require a saving throw to resist or lessen the spell's effect do not benefit from this feat.
Let's zoom in a bit:
Whenever a creature targeted by a persistent spell or within its area succeeds on its saving throw against the spell, it must make another saving throw against the effect.
The only person targeted by sanctuary is the intended recipient, so they're the only one who would be affected by Persistent Spell (which is obviously not what you're after).
Sorry, doesn't work. Consult your GM for a possible houserule.
