But the CRB says you have to choose hp or skill point at 1st level and then it's the same for every level afterwards. So you do not get the chance to choose between them every level.

This is incorrect.
Each character begins play with a single favored class of his choosing—typically, this is the same class as the one he chooses at 1st level. Whenever a character gains a level in his favored class, he receives either + 1 hit point or + 1 skill rank. The choice of favored class cannot be changed once the character is created, and the choice of gaining a hit point or a skill rank each time a character gains a level (including his first level) cannot be changed once made for a particular level.

I missed that - but the Racial Favored Class Bonus is opt-in on every level. So your choice is "one unit of racial FC bonus or +1 [Hp or Sp, as chosen at 1. level]"

It means you can't "take backsies". Even when Ultimate Campaign introduced rules for retraining, Favored Class Bonuses were left untouched.
Well, there is one way to change your FCB for previous favord class levels, but it requires several things be true, and costs a feat.
You have to have chosen either 1 hit point or 1 skill point for a FCB level for it to be affected, you have to be Human, you need an Int of 13 or higher, and you need to take the feat Fast Learner, at which point in time, any FCB you have taken that is for a hit point or a skill point becomes both a hit point and a skill point.
