What metamagic feats best suit a Diviner and divination spells?
I can think of Extend Spell, of course, Quicken Spell might be good to combine with true strike, and Still/Silent Spell might help with things like detect thoughts, but I'd like something more, including other good ideas for metamagics that will result in spells that turn lower-level divination spells into the equivalent of 5th-, 7th-, and 9th-level spells, since the list of divination spells at those levels are either a bit too situational and/or expensive to keep prepared under all circumstances, too few in number, or both.

I like empowered scrying myself. It makes my scrying super potent.
How would Empower Spell impact scrying? All its numerical effects are either static or a percentile chance, and none of the spells you can cast through it benefit either.

There's the Fortune Teller feat from Inner Sea World Guide that adds a focus to all of your divination spells (a crystal ball or a harrow deck, etc.) and raises the caster level or negates the need for material component.

I was joking. Metamagic, in general, is not really all that helpful in divination. Really persistent, quicken, and extend seem the most useful and would help all of your other spells.
