Depends on what other equipment you want assuming the standard WBL, you only get 175g (on average) as a fighter. Can't even afford breastplate, which is 200g.
I usually go with Hide Armor as my starting armor. +4 AC and +4 Dex allowance is nice. Spend an extra 20g and you can get an Armored Kilt for an extra +1 AC, then you'd have a +5 AC with +4 Dex allowment. Pretty much the same as scale mail except it's 15gp cheaper, and 1 less ACP to worry about.

Interesting, both Herolab and PFSRD list is as +3 AC/+4 DEX. I happened to have both open, guess I should have looked on the PRD.
Edit: My bad, I looked at hide shirt instead of hide. That is some terrible naming.

I am getting ready to play a 1st level campaign and have a fighter with an 18 Dex and was wondering what would be the best choice to go with starting out.
Studded leather.
It is only 25gp, you will have AC 17, which is more than enough at 1st level, you will keep your speed at 30ft/rd (assuming you are not playing a dwarf) and the ACP is low. 10ft mobility is more important to me than +1 AC.The chain shirt is just too expensive at 1st level considering the average starting wealth of a fighter.

In any event, not factoring the price, the chain shirt is still better.
It allows +4 AC / +4 Dex and has only -2 ACP instead of -3 and leaves you base speed alone.
That really boils down to if you're wanting to spend an extra 85 (which is pretty much half of a fighter's starting wealth) on 1 less ACP and 10ft extra movement.
If you really want less ACP and 10ft more movement speed, it might be worth it to you to spend a lot more.
For me, I feel that 40ft for a charge can cover most combat situations.
Of course, it's a pretty standard rule in my group that you don't block the fighter's charge, he might feel inclined to run you over or smack you instead.

Initially, somethign that gives a fair flatfooted AC while letting you get as much of your Dex bonus is good.
Eventual target would probably be either Celestial Armor or, for a FIghter with Armor Training, Celestial Plate Mail.

Well, we are just considering 1st level here. Not what happens afterwards.
@Sindalla, that is why I added the qualifier about "not factoring price". The thing is, if our fighter has enough wealth to afford whatever his weapon is, the "fighter kit", and the chain shirt then price doesn't really matter in my opinion. He has everything a level 1 adventurer needs. He can pick up the rest of the stuff on his way.
If you're not worried about speed or ACP then Kikko armor as BBT suggests is your next best thing cost wise.
