That's right. I give my gm all sorts of headaches. While submerged, I attempted to trip a foe. The environment rules and the rules on trip don't address that this is not possible. But we had it ruled that you could not do it.
Does it work? Is there some other rule hidden somewhere else? What happens when you trip a target while you are both under water?

The character is lying on the ground.
Can the result of your maneuver cause the target of your maneuver to be "lying on the ground"? If yes, then you can likely trip them.
If however the answer is no, because the ground is not readily available, or you target isn't capable of lying on anything, or even is your target is already lying on the ground... then probably not.
The answer is typically obvious.

If there is nothing against it, then it has the possibility of working. At this point it depends on how you and your GM look at falling prone. You can go prone in the air or water. I like to think of Enders Game (not the lame movie) when he turns prone whilst floating towards his opponents, to make it much harder to be hit by ranged, as he shoots at them from in between his feet. It's a smidgen more difficult for him to hit them due to the awkward positioning and he's technically more vulnerable to other aspects.
As long as the target isn't immune, trip should work. Prone doesn't just have to be laying on the ground, a lot of it has to do with the disadvantageous positioning
