            The Oracle Curse Blackened says that it gives you a -4 penalty on "weapon attack rolls."
Does an unarmed strike count as a weapon for this purpose? Would it be reasonable to allow an Oracle with this curse to take Improved Unarmed Strike and fight without penalty, provided they are using unarmed strikes?

            The thing is, punching someone damages your hands. If you hands are so burnt that you cant swing a weapon well, you really don't want to be hitting someone with them. It would also throw off your balance for kicks or other attacks made other limbs.
This is a situation where it both isn't RAW (Unarmed Strike is a weapon), and it doesn't make sense for unarmed strikes to not have the penalty.
You get the penalty on any non-spell attack roll. (and ray spells too RAW, but that is one where the penalty REALLY doesn't make sense.)
They are called curses for a reason.

            Note that until it's truly Errata'd/FAQ'd, the RAW is still that they do take said penalties, so it may not fly in PFS (they can be real hardasses soemtimes).
For your own home game though? Totally cool, and I suggest it even.
Forum posts by developers are PFS legal rules sources.
Even in PFS, Blackened oracles can unarmed strike away without penalty.

            True, but using those require more training than a simple unarmed strike and is the province of a Monk, as they are the only class that states that unarmed strikes may be used without hands. Even if you multiclassed monk to pick that up, monk unarmed strikes are considered Natural and Manufactured weapons, so the penalty would still apply.

If you use a Dwarven Bolder Helmet, Armor Spikes, a Blade Boot, or Sea Knife, you will still take the penalty. It's a curse that causes pain when you make an attack. This throws off your aim even if you are not using the attack with a hand.
I see that the developer stated it's not intended to apply to natural weapons. If it gets faqed fine. I don't really have a dog in this argument, but it doesn't make sense to not apply the penalty to an unarmed strike, and it isn't RAW.

ANYBODY can Kick.
Even if you multiclassed monk to pick that up, monk unarmed strikes are considered Natural and Manufactured weapons, so the penalty would still apply.
"A monk's unarmed strike is treated as both a manufactured weapon and a natural weapon for the purpose of spells and effects that enhance or improve either manufactured weapons or natural weapons."
Blackened is a detriment, not an enhancement or improvement.

No, it's a curse that makes it harder for you to attack with weapons. Doesn't have anything to do with your hands besides them being burned.
