Not everything in Herolab is perfect.

You probably just hit the bonus on the "in play" tab.

RAW, it only applies to Light weapons.

Now, on to the question:Rapiers are 1h weapons, so they work with Piranha Strike about as well as a Longsword. Now, if you were to ask your GM, I'm pretty sure that most would allow it to work since rapiers are pretty close to light weapons.
