A lich's Paralyzing Touch

Quick question, the lich get's a special attack called paralyzing touch, but the wording makes it looks like it's on top of its normal touch attack. So yeah, that's my question: is the Paralyzing Touch it's own attack that must be declared or is it added onto the Lich's normal touch attack that deals the negative energy damage?


My understanding is that the negative energy and paralyzation are both part of the same attack.

My reasoning is that the language of the ability says: "Any living creature a lich hits with its touch attack..." Meaning it's hit you with its touch attack, and now you not only take the 1d8+(?) negative energy damage, but also must make that fort save or gain the paralyzed condition.


Yup, it's a rider on the touch attack. The melee line in the Lich entry says "touch +5 (1d8+5 plus paralyzing touch)". It's like using a flaming weapon to do (1dX + Y plus 1d6 fire). It gets the damage and the effect.
