Questions:
1) Disregarding how non-optimal this build is, how would I go about maximizing my potential?
2) What other bloodline do you think could work with this?
3) Would oracle be better?
For combat, I will be fully reliant on spellcasting. I don't want to use a lance or other weapon since spells are generally more powerful than weapon damage, and I'm not really aiming for a gish here. If anything, I'll be controlling the battle while on top of the mount.

You need to waste/spend no feat for mounted combat. Just ride your mount and happy casting.
Build your mount like this.

Do not go crossblooded, you lose many spells and you essentialy delay your spell progression even further. The SYlvan bloodline is a great one as it is.
Instead, consider taking the eldrich heritage (arcane) feat so that you can aquire a familiar.
It should be noted that a Half-Elf sorcerer can abuse the Paragorn Surge trick.

Incorrect! The nature of the Animal Companion bond explicitly allows a lot of spells to work on the animal companion that are otherwise impossible. Reduce Person is one of them.
The druid [sic] may cast a spell with a target of “You” on her animal companion (as a touch range spell) instead of on herself. A druid may cast spells on her animal companion even if the spells normally do not affect creatures of the companion's type (animal). Spells cast in this way must come from a class that grants an animal companion. This ability does not allow the animal to share abilities that are not spells, even if they function like spells.
A lot of great spells that don't normally work on Animals do work in this case. Enlarge Person is an obvious one.
You want to take the feat Boon Companion at 1st level. That's how a Sylvan Wildblooded Sorcerer gets a good Animal Companion. XigXag is a Sylvan Wildblooded Sorcerer with an Animal Companion. He is a small creature riding a medium badger (for a defensive posture) or sometimes a Large Axebeak (for offensive posture).
Sometimes you will have to enter a confined space where your animal can't go. At the very least you'll have to dismount. Narrow Frame will help. About 25% of published Paizo adventures have narrow confined spaces. Just a heads up.
You might consider carrying a longspear as your primary weapon, always in hand when adventuring. You'll rarely attack with it on your turn, but it will sometimes give you free AoOs & may keep some foes at bay. It does not hinder you in any way, and it is a Simple weapon. You don't need any feats to fight from atop your mount, but you'll want to beat a DC 10 riding check.

And it came from Super Genius Gaming.
Although, the feat Uncanny Concentration replaces it. Instead of going through Mounted Combat (which does help a little), you go through the combat casting tree.

1) be a small race (halfling or Gnome)
2) get an improved familiar - Air Elemental
3) Permanently reduce yourself
4) Permanently enlarge the familiar (you can cast this on your own familiar, but no one else can. You'll need scrolls)
#3 and #4 may not both be necessary, but I'm covering my bases.
Congratulations. You now have a 100' perfect fly speed that uses another creatures turn. :-) Rain death from above with impunity.

Mounted Combat is not a bad feat at all for this concept.
But you are going to run into the same problem that mounted characters medium size and above run into. How is the mount going to fit into a lot of cramped places the PC may go?
Narrow Frame from the Animal Archive was written precisely for the purpose of answering that question.

I switched the race to gnome since it seems to synergize with this build better than the other races. I especially like the half-elven Paragon Surge spell, but the race simply doesn't mix with what I want it to.
If you guys can make a build with the half-elf race in it, I might change my mind.

The problem I run into is this build requires a higher Intelligence because of the skills I want to get. In order for me to include UMD and Ride, I'd have to go human, put the 17 into Int, boost it to 19, and then use the favored class bonus to add another skill point. But that's no where near optimal because then I'd be starting with a 15 for Charisma.
I won't actually be riding the beast until level 4 when I can put my att. bonus into Int, bumping it to 14, and then taking ride. I can then get Uncanny Concentration at level 5, and then continue on with the rest of the build.
What are your guys' thoughts?

You know maybe you could go medium sized. There is no law saying your companion has to be a part of every encounter. It is possible to leave him behind in some situations.
And as others have brought up, you can use transformation magic, and other things to get by some obstacles.
It all depends I guess. If you know you are going to be in a bunch of caves for a while, I'd leave the mount behind. If you need to get the mount up a cliff or through a tight spot that is doable.
Very handy outside. And in cities it could be stabled or outside town or something and available in a pinch.
But if you do go small sized, you can always have the mount available.
I looked up that narrow framed feat.
" Narrow Frame
Your excellent coordination allows you to maneuver better in close quarters.
Prerequisites: Escape Artist 1 rank, animal or magical beast.
Benefit: You do not take penalties on your attack rolls or to your AC for squeezing through a narrow space that is at least half as wide as your normal space, though each move into or through a narrow space still counts as if it were 2 squares.
Normal: You take a –4 penalty on attack rolls and a –4 penalty to AC while squeezing."
Helps you fight in some situations, but I'd be concerned more about the mount physically fitting into a lot of places.

I will be taking Narrow Frame on my cat. No worries on that bit. I plan on going with a medium sized cat to start, and then upgrading later on.
The reason I suggested a spinosaurus, is that the various transmutation spells give you access to any combination of natural weapons and abilities you need. On top of that, when you use such spells you can achieve huge size, so you only care about the stats "normalised" to medium size. The best animals with "normalised" stats are:

Hmm...I'll have to work that one over with my dm. The prime issue I see in transforming my companion is that he/she might not like being in a different form. Also, let's say I change it into an eagle so that it may scout for me, but it was originally a snake, it'd be confused, one, by the now altered rank in the food chain it is in, and second, what it can actually eat. I guess...oh boy...my dm's going to have a fit about this one...
