Chicago has a single street that is over 23 miles in length (within the city limits not the urban area) It would be difficult to divide that up along with Manhattan Island. The small town 13000 population is over 8 square miles.
What we need is a petition to force "twin cities" to become a single city, reducing the number of public employees.

A 2 mile by 2 mile city is a very very small operating unit, and would be a very small town that couldn't support very much population. Cushman Arkansas is 4 sq miles, and supports 452 people, albeit at a very small density (113/sq mi). Quadruple that density (to 400/sq mi or 1600 people), and you're looking at probably a very tight residential district with very little room for commerce, government, or essential services.
This idea is dumb on so many levels. Why would you even consider it? What possible advantages could it have?
