two-weapon fighting with shields

Rules Questions

So, I got the wild idea for a heavy shield defense fighter. I`ve been reading feats and shield master got me wondering. Could you wield two shields and two-weapon fight? For my crazy example, a large steel shield in my main, and a light shield with shield spikes in my off hand. I know you don't get both shield bonuses to AC, but my `ol dwarven `da taught me that the best defense is the best defense, that's why they call it that. Carrying an extra shield for fighting seemed hilarious to me. Can anyone tell me or direct me to the penalties for DW`ing shields or is it the standard two-weapon fighting penalties?

Totally doable. Standard TWF penalties.

Same penalties. Heavy shields are 1H weapons, Light shields are Light weapons.

Technically speaking you take no penalties once you have Shield Master, so it has the potential to be the best TWFing build ever.

I fully expect a FAQ at some point.

I don't see why not. Shield Master basic description says "No Two-Weapon Fighting Penalties when attack with a shield." The more advanced description makes it even more powerful than that, but anyway...

I tried making a TWF Shield Basher; it's somewhat unorthodox, but with this, it remains a full BAB character, has an Animal Companion, and becomes a very defensive, very strong damage dealer, with up to 7 or 8 attacks by the endgame. Plus Rage and Rage Powers! Hopefully this will point you in the right direction!
