"Scout’s Charge (Ex)
At 4th level, whenever a scout makes a charge, her attack deals sneak attack damage as if the target were flat-footed. Foes with uncanny dodge are immune to this ability.
This ability replaces uncanny dodge.
Skirmisher (Ex)
At 8th level, whenever a scout moves more than 10 feet in a round and makes an attack action, the attack deals sneak attack damage as if the target was flat-footed. If the scout makes more than one attack this turn, this ability only applies to the first attack. Foes with uncanny dodge are immune to this ability."
My main question is: Is the charged or skirmished foe considered flat-footed to the attack, using it's flat-footed AC, no AOO, etc?
As a secondary question, would a Kitsune Scout using Vulpine Pounce on a Scout's Charge get to add sneak attack damage on all his attacks? And would they all get the +2 to attack from charging? I'm thinking they would.

They are only considered flat-footed when determining if you get sneak attack, so no they do not take any other penalties and they don't lose their dex. I'm of the opinion that you do get sneak attack on every attack, but others may say otherwise. As for the +2 question, I believe so because I'm pretty sure you always get the charge bonus on all pounce attacks.

The target of the attack is only considered flat-footed for the purposes of apply sneak attack damage. They are not considered flat-footed for other purposes. This means they can make attacks of opportunity as normal, and retain their normal AC assuming nothing else has reduced in some other way.
Since Skirmisher specifies that even if you do manage to somehow move 10 (move action) and attack with more than one attack (which would requier pounce or some other similar ability) that you only get to apply it to one attack. I think the intention is probably that you should only apply it to one attack even for Scout's Charge, but as it's written if you have pounce and make can make the charge all of your attacks should qualify for sneak attack damage. But you will still need to hit regular AC.
