What does a Phylactery of Negative Channeling do

Nowhere does this say "with Channel Energy" or such, so does it add 2d6 to EVERY attack by a creature who can channel negative energy?

How much is the damage healed by undead creatures increased by?

It is for channeling negative energy, and the quote you posted includes all the information. It increases the damage dealt to living creatures by +2d6, and the amount of damage healed by undead creatures by +2d6, when you channel. PRD link
