I'm going to assume a 7? Tiny is 4 RP, Large is 7.

The more you bend characters from the norm, the more wonky the game gets.

What you're asking for is beyond RAW support, so the answer is: It's whatever the GM decides it's going to be.

Don't expect a ton of diminutive sized magic to start dropping all over the place.

Actually I was hoping for more of a "that sounds about right if your GM allows it".

One of the disadvantages to playing the race of course is exactly what you mentioned. Good luck finding DIM sized scrolls or wands unless you can make them yourself!.

The mechanical benefits are rather extreme:

+3 to hit & AC
+12 to stealth
very undersized weapons
no reach whatsoever

The result is that a rogue will be nearly undetectable, and if he can somehow to sneak attack damage, quite powerful. A caster, particularly with rays, can do nasty stuff and enjoy good combat odds.

But a warrior type is basically unfeasible.

Hard to put a good price tag on that.

I believe its +4 to hit and +4 to AC.
Also -4 to CMB and CMD.
