As far as I can tell, this just goes for Animals. It gives an example that you can actually speak with animals of your type. Based off of that, animal speech should be possible as whomever is casting that speech spell, is essentially mimicking the animal you can relate to, and thensome. You're considered an Animal for the purposes of Speech and Casting is what I'm picking up.
It makes sense to me, but the RAW isn't very clear :T
I beleive the RAI is clear in this case though.
