I could see how it coud be interpreted that way, but I think it would function just fine for someone who was bor blind.

I would say the item kicks in immediately for a blind person donning the eye, and grants them whatever normal racial vision they might possess.
Another option is to create or gain an item that grants blindsight. If you want to twist what the true seeing spell netry is meaning, that spell or a gem of seeing would allow the person to see while being blind, but I don't think that what its meant to do.
