I want to make sure I am reading the Bestiary properly when it comes to multiple attacks.
I think it is easiest to use a couple examples.
Gibbering Mouther
Melee 6 bites +7
I am assuming this means it can make 6 bite attacks on its turn as a standard action. When it makes those 6 attacks, can they be against multiple targets?
Dragons
Most dragons list a couple attacks with one attack bonus and then additional attacks with a lower attack bonus. Am I correct in reading this to mean that as a standard action they get the attacks with the higher bonus and on a full attack then get all of them?

Unless there is something on its stat block that specifically states otherwise, a standard action allows it to take one and only one attack, while a full-round action allows it to take all its attacks. So your Gibbering Mouther can bite once as a standard action or six times as a full-round action. There is no restriction with regards to target, and it could target six different enemies with one bite each or one enemy with six bites.

On a standard action, they can use any single attack of their choice. Typically there is an "obvious" best choice in such a case.

In the gibbering mouther's case, it can make those 6 bite attacks only as a full attack action and can only make 1 bite attack with a standard action. This goes for all instances of multiple attacks unless the monster has pounce or another special ability that allows otherwise. Hope that helps! :)

Primary natural attacks, like the Dragon's Bite and Claws, are made using its full base attack bonus (plus any other modifiers, like for having a high Strength, feats, etc), whereas secondary natural attacks, such as the Dragon's Wings, are made using its full base attack bonus -5 (again, adding any additional modifiers).
That is why you see different modifiers after different attacks in different creatures' statblocks.
