Mythic Origins has this to say:
"In the deepest parts of the Darklands are the Vaults of Orv: massive chambers, each its own small world created by a long-vanished race known by some as the Vault Builders. Few from the surface have glimpsed these chambers, and even fewer have survived expeditions into the fell regions. Little is known of the Vaults, but most agree they hold forgotten secrets and relics of vast power."
Emphasis mine. So clearly there's some leeway on sources of mythic power existing somewhere in Orv. The GM just has to put them somewhere that their resident group of murder-hobos can come across it.
Additionally, Mythic Realms specifically notes the Black Desert in Orv. While it doesn't have a specific mythic fount of power, the various Star Towers are. By virtue of becoming a curate, mind you, but they're mythic founts all the same. It's also noted that the Star Towers connect to the Darklands, so there's a link for some more sources of mythic power related to Orv.

Maybe the totality of the vaults formed an eldritch pattern that could possibly imbue someone passing them in the right order with mythic power or maybe anyone controlling them all could tap them for surges of mythic power?
Were vault-builders mythic or non-mythic (at least as a species)? Were there individual vault-builders that were mythic?

That would be cool. Almost reminds me of something similar- I want to say there was something like that in the Hyperion/Endymion series, but it may have also been from the Deathstalker series. Or maybe I'm combining similar ideas from both series in my brain.

Not a bad idea, Espagnoll. It could be the "swords and planets" AP that some have been clamoring for, actually. Moving through space via the Vaults, picking up Mythic power.
That AP should be the answer to certain questions found in previous APs [warning, spoilers ahead]:
-Why the Mi-go are so close to Golarion to the point of being easily "summoned" by the skum? [Carrion Crown]-What happened to the real Malifax of Eox? [Shattered Star]
-Which kind of information the neh-thalggu agents were looking for in their vivisection of humanoids? [Wrath of the Righteous]
-Why the flumph when to silent? [Misfits monsters redeemed]
-Who or what is the entity which contacted with the lich Meyi Panaho? [Lost kingdoms]
-Which were the reasons behind Nikola Tesla interest into build a machine capable of imprison a being of such power as Baba Yaga? [Rasputin must die!]
-What is driving the formians to be more nomadic than expansionist lately? [Distant Worlds]
