If I have a Golden Draconic Sorcerer He Gets +1 per die for any fire damage spell roll. If I have an evoker wizard/ Draconic sorcerer do I get to add
my pluses across spell classes.
The player casts a burning hands from his wizard side does he still apply the +1 per die on that spell? specifically is it 2 d4+2 or just 2d4+1 Or does it only apply to his Sorcerer
spells? Conversely Does the player get to add his evoker intensify to his
sorcerer spells spells so burning hands does burning hands
get 2d4+2 +1 or only 2d4 +2 only?

Actually, no, there may be precedent to deny these bonuses to spells across classes. Remember that class features that DO stack across classes with the same feature generally say so in their descriptions (see evasion as an example).
Meanwhile, you do not gain the combined levels of two arcane spellclasses just because they happen to have the same spell on their lists. If you are casting a wizard spell, you cast at your wizard level. If you are casting a sorcerer spell, you cast at your sorcerer level, regardless of whether you have the spell on both lists.
The draconic heritage listing is very vague on this point, as it merely says that whenever you cast a spell of a certain energy type you get the bonus. But it could easily be interpreted to mean spells that you are casting based on your sorcerer's bloodline. Spells you've memorized as a wizard do not come from your innate ability to cast as a sorcerer. They are learned. That's different. Meanwhile, the evocation school listing does say that you are adding 1/2 your wizard level, rather strongly implying that you only get it when casting as a wizard, since you cannot add wizard levels to sorcerer spells.

I am not normally a person who believes that every single rule must be spelled out to be understood. I especially don't buy the notion that if the rules don't specifically say you CAN'T do something that you must think you can in all cases. But I think these are two different class abilities meant to be used with two different spell lists.
