I guess you could establish an outpost there, but Tide Rock and the Island of Empty Eyes are more appealing, permanent bases.
Its one thing to establish a hold over a group of islands that are all near to one another - beyond that, trying to manage 'properties' that are days or weeks apart by sea just gets impractical. Now, there's nothing wrong with, say, building a little hide-out with a cache of supplies to use as a safe harbor when you need to lay low or restock, but that's not the same thing as 'capturing the island'.
I could also see the appeal of trying to make the island your home base early on in the adventure if you didn't know that other better opportunities were on the horizon - its probably best for the GM to use the threat of ghoul fever infestation to steer them away from that idea, knowing what's coming up for them later in the AP.

Yes, you can. But not really ideal:
1. The ghoul fever-infected swarms on land.
2. Lack of harbour at sea. The island is surrounded by reefs for about 3/5 of a mile all around. Whether you anchor near C3 or C6, you still have a stretch of rowing to do and your ship is at the mercy of serious sea waves.
A stubborn and resourceful group can probably resolve both those issues. It would take effort but hey, free island right?
