If you're asking solely about the trait, then yes. Vanara possess prehensile tails.
From what I found, nothing else has an easily controlled tail (not even the cat-folk). I'm pretty sure that's about it.
Oh, also this feat would permit you to take the grasping tail feat, giving your human a prehensile tail. (provided I understand the whole Aasimar/Tiefling counting as human for the purpose of favored enemy, et cetera)

No feat can grant you one, but you can get a prehensile tongue.
No.
The Racial Heritage feat states you must choose humanoid.
Tiefling is not humanoid. Tiefling is an Outsider.
You can choose Grippli, and then nab the Prehensile Tongue feat.

Just a little thing: everyone can "gain" a prehensile tail thourgh the the following item: the "monkey's belt".

It works for a limited time, but it can be useful in combat. For example, a magus could hold a metamagic rod in it's tail, and spell combat at the same time.

A 2-level dip in alchemist to pick up the Tentacle discovery: The "tentacle" grows from the base of the spine for a prehensile tail with some additional functionality.
