I was under the assumption that you can cast a touch spell move up to your movement and take a free touch attack as part of the casting of the spell, but now I am told that I have to cast the spell within range of the intended target in order to get the free touch attack.
How does it work then? Thanks.

From the Combat section of the CRB:
Touch Spells in Combat: Many spells have a range of touch. To use these spells, you cast the spell and then touch the subject. In the same round that you cast the spell, you may also touch (or attempt to touch) as a free action. You may take your move before casting the spell, after touching the target, or between casting the spell and touching the target. You can automatically touch one friend or use the spell on yourself, but to touch an opponent, you must succeed on an attack roll.

RainyDayNinja quoted the relevant rules, but I will add if you happen to be a conjuration wizard you could cast the touch spell, move to the target, make the free touch attack, and then use the cojuraiton teleportation swift action teleport ability to get away from them.

So I was right...
Absolutely. Otherwise you'd have to make a concentration check or take an AoO with every touch spell. If your DM told you this is the way it is then he either hasn't read the rules or is just being a dick and you need to reroll (assuming you're character is based on touch spells as several of mine are).

Slightly hijacking here, but do you have any of your builds on line? What are your favorite touch spells? I've wanted to make a touch attack specialist, but just never found any value as I didn't find spells good enough to merit the attention.
