It could count or not count, but it doesn't matter because shield bonuses don't stack.

I believe BigDTBone is correct. Yes, the buckler arm counts as having a free hand, but using the hand negates the AC penalty from the buckler. If you were to use snapping turtle style both provide shield bonuses and would not stack.
