Dominate and Protection from Evil question

If an evil caster dominates a neutral caster then has the neutral caster cast dominate on a person with protection from active, what would the outcome be?

The evil caster would be dominating the neutral caster, and the neutral caster would be dominating the "thought-he/she-was-protected" person (assuming failed Will saves all round).

Dominate fails.

immune to any new attempts to possess or exercise mental control over the target

This protection is not limited to an Evil source.

Maybe you should read on to the end of the paragraph:

"This second effect only functions against spells and effects created by evil creatures or objects."

So the Neutral Caster can dominate someone under the effect of any protection at any time.

Yes, it is. Pathfinder specifically changed that from 3.5:

PRD, Protection from Evil wrote:
Second, the subject immediately receives another saving throw (if one was allowed to begin with) against any spells or effects that possess or exercise mental control over the creature (including enchantment [charm] effects and enchantment [compulsion] effects, such as charm person, command, and dominate person. This saving throw is made with a +2 morale bonus, using the same DC as the original effect. If successful, such effects are suppressed for the duration of this spell. The effects resume when the duration of this spell expires. While under the effects of this spell, the target is immune to any new attempts to possess or exercise mental control over the target. This spell does not expel a controlling life force (such as a ghost or spellcaster using magic jar), but it does prevent them from controlling the target. This second effect only functions against spells and effects created by evil creatures or objects, subject to GM discretion.

About this:

"neutral caster cast dominate on a person with protection from active"

Do you mean protection from "evil" active? Active on the person who is the target of the neutral caster's spell?

1. From the spell description:
While under the effects of this spell, the target is immune to any new attempts to possess or exercise mental control over the target.

So, if protection from evil is active on the second person, the attempted domination spell fails.

2. Also, if someone cast protection from evil on the already dominated caster...
Second, the subject immediately receives another saving throw (if one was allowed to begin with) against any spells or effects that possess or exercise mental control over the creature (including enchantment [charm] effects and enchantment [compulsion] effects, such as charm person, command, and dominate person.

Note As the caster is evil, the already dominated person would gain a +2 resistance bonus to the will save.

If not related to the above two things, I am not sure what the question is.

I was ninja'd and missed the end note. Silly me. So, the correct answer is it applies if the GM wants it to, otherwise text says no. That bit (GM wants it to) is always active without stating, so I think they recognize it as an interesting point the GM may wish to entertain.
