This special ability can be placed only on melee weapons.
The magic weapon serves as a channel for the wielder's ki, allowing her to use her special ki attacks through the weapon as if they were unarmed attacks. These attacks include the monk's ki strike, quivering palm, and the Stunning Fist feat (including any condition that the monk can apply using this feat).
I've seen other threads agonizing over the fact that "special ki attacks" is vague as could be, but I haven't seen a specific response to my question. And that is this: While the Stunning Fist feat is called out specifically by this description, does it still count as a "special ki attack" if it's being used by someone who's not a monk and has no ki pool? Would, say, a fighter with the Stunning Fist feat be able to pick up a ki focus greatsword and Stunning Fist through it?

It doesn't say "A Monk's Stunning Fist"... So I would have to say someone without a Ki Pool can do it. Stunning Fist and Quivering Palm both don't require any Ki to use as is.
I would have to say a Fighter with Stunning Fist and Ki Focus on his weapon should be able to use Stunning Fist through it! RAW this seems to check out okay to me. However, the smartest thing would be to take 1 level of Monk for IUS and Stunning Fist(then ki focus isn't really needed as you can stun them with a kick or headbutt for this matter). I wouldn't waste the weapon enchantment.

Stunning Fist isn't a ki attack; the monk just receives it as a bonus feat and has additional options for it. A fighter could use such a weapon to deliver Stunning Fist, because it specifically includes the feat as valid.
The item is written with monks in mind- to offer additional options for monks who use monk weapons. Monks get more DR breaking abilities than they used to, so using, say, kamas is less desirable than ever, except for specific weapon enhancements. This one allows them a bit more versatility.
But, as long as you have one of these abilities I don't see why you couldn't use the weapon enhancement.
