Description

This spell keeps the creature or object touched slightly in shadow. The target of this spell does not suffer any penalties or blindness caused by bright light, such as those from light sensitivity or light blindness.

You can have only one penumbra spell active at any one time. If you cast this spell while another casting is still in effect, the previous casting is dispelled.

Shadow form:
In any condition of illumination other than bright light, the eidolon disappears into the shadows, giving it concealment (20% miss chance). If it has the shadow form evolution, it instead gains total concealment (50% miss chance). The eidolon can suspend or resume this ability as a free action. Source: Advanced Race Guide


No. Penumbra doesn't say it changes the lighting condition, so it doesn't.


No. Penumbra is meant only to negate the penalty that light sensitive races receive while being in brightly lit areas. The description of "shadow" is just fluff so you can imagine what the effect looks like. It does not provide a decrease in illumination to instigate the shadow form ability.
