Why is the reactionary trait called that way?

Given its description, shouldn't it be called "reactive" or some such?
It's a common trait and every time I see it I am puzzled why some many PCs need to be ultraconservative in order to get a +2 bonus to Initiative.

Or am I missing something?


Well...this isn't a rules question.

And while the name may or may not make sense, why worry about it?


It's a pun. It might have been an accidental one if the writer didn't know what the word meant, in which case it's called a malapropism.
