I would say that no, it would not recharge your uses.
However, if you're a 12th level monk, you would have 12 uses of Elemental Fist per day. So unless you have 24 ki to blow on Elemental Fisting and have more than 12 rounds of combat, this wouldn't matter.
From the context, it seems to me like you are using Elemental Fist more than once during your full attack, which you can not do.

Not every Feat is x amount of Ki for 1 round.
"Monk Abilities: Some ki powers are standard monk abilities. Even if a qinggong monk selects a different ki power in place of a standard monk ability, she can select that monk ability later as one of her ki powers."
In cases like that, it just requires 2 Ki Points to USE it. Meaning you empower ONE attack(not a full attack either mind you) for an extra 1d6 of notworthadamn. It's a pretty worthless Monk feat in general unless you have acquired it for free somehow.
"A monk may attempt an Elemental Fist attack a number of times per day equal to his monk level, plus one more time per day for every four levels he has in classes other than monk."
Other feats, passive ones and ones that normally apply to each attack or action performed, cost x Ki to activate for 1 round. Being as this is both a Feat AND Monk ability, it's different.
To answer your question more accurately, you may use it for 2 Ki points, apply it to literally one attack roll's damage, and subtract one use of it from your total uses per day.
Elemental Fist is a worthless Qinggong monk ability, since you spend 2 ki for one use. The only edge-case I could see this being useful is is with Monk of the Four Winds, and the GM ruling that it would be counted an additional use per day, so you could spam it out more often. Still not really worth.
