I believe that the godless land of Rahadoum holds slavery as a crime.
Slavery is legal and quite common in Rahadoum. Also, Alhazara's story mentions the Trail of Salt " which leads from Azir all the way to distant Sothis and takes its name from the waves of the Inner Sea and the dried tears of the slave chains that march along it."

My mistake, never been there. It seems a bit disingenuous of them to have legal slavery, when they have "thrown off the shackles of slavery to the Gods." Ah well hypocrisy is alive and well in the Inner Sea. I'll just get out of your hair now.

I expect slavery is unacceptable in Kyonin. Although to the exent to which it is stamped out in mixed race border towns is unknown.
Kind of an odd duck, Kyonin. They don't mind other people bringing in their own slaves to the cities declared open to non-elves.
Unless that slave is an elf, in which case they're going to be freed if that slaver doesn't want to wind up dead. Non-elf slaves though? General policy seems to be that they don't care what other races do to each other.
I believe Nantambu has outlawed slavery within its region of control. Given the Magaambya's presence, they could easily enforce that law if it's true.
Osirion is not a slavery-free country at all, but the recent exploration of the reforms they've undergone makes for an interesting read, and shows Andoran's influence even in lands that haven't let go of the practice entirely.
Galt might be slavery-free, but who wants to live* in freakin' Galt anyway?
